Receive settlement services tailored to French-speaking newcomers, including information on the healthcare system, social services, transportation, housing, education, and more. The COfRD can also provide settlement services such as needs assessment and referrals, orientation, community connections through the Settlement Workers in Schools (SWIS) program, support services, group activities, and workshops.

Main Branch was designed by Teeple Architects and is the Library's largest location. In 2004, the branch won the Ontario Public Library Association Award for Best New Public Library Building. It includes study spaces, bookable meeting rooms, and a variety of accessibility features including a hearing loop and mobility device charging station.
